       On January 15, 2019, ECHA of the European chemical agency issued a notice, adding the 20th batch of 6 substances of high concern, including four polycyclic aromatic hydrocarbons (pahs) and one phenol substance. Another substance was also included due to its endocrine disrupting properties, and the SVHC list was officially updated to 197 items.The six substances are carcinogenic, reproductive toxic, endocrine disrupting, persistent, bioaccumulative and toxic (PBT) and very persistent and bioaccumulative (vPvB).

        When the product contains SVHC substance, and the content exceeds 0.1%, it will need to inform ECHA or transfer information within the supply chain. For details, please refer to the interpretation of material requirements that SVHC pays great attention to.Within 6 months from today, if the mass concentration of a single SVHC exceeds 0.1% in articles and the annual export volume is more than 1 ton, the obligation to inform ECHA must be fulfilled.

      In addition, a dossier submitter (the competent German authority) decided to withdraw its proposal to identify PFHxA and its ammonium salt (PFHxA) as SVHC in the MSC protocol seeking process.

What is REACH?

          REACH Regulation concerning the Registration, Evaluation, Authorization and Restriction of Chemicals is a chemical regulatory system formally implemented by the European Union on June 1, 2007.         Unlike the RoHS directive, REACH is much broader and in fact affects products and manufacturing processes in virtually every industry, from mining to textiles and clothing, light industry and electromechanical machinery.REACH requires manufacturers to register every chemical component in a product, about 30,000 in all - and to measure its potential harm to public health.REACH establishes the idea that society should not introduce new materials, products or technologies with uncertain potential for harm.

2. SVHC update process

On October 28, 2008, ECHA released the first batch of SVHC list, with 15 items.

On January 13, 2010, ECHA released the second batch of SVHC list (14 items), totaling 29 items.

On March 30, 2010, ECHA added acrylamide into the second batch of SVHC list, totaling 30 items.

On June 18, 2010, ECHA released the third batch of SVHC list (8 items), a total of 38 items.

On December 15, 2010, ECHA issued the fourth batch of SVHC list (8 items), totaling 46 items.

On June 20, 2011, ECHA released the fifth batch of SVHC list (7 items), a total of 53 items.

On December 19, 2011, ECHA released the sixth batch of SVHC list (20 items), a total of 73 items.

On June 18, 2012, EHCA issued the seventh batch of SVHC list (13 items);At the same time, the aluminosilicate refractory ceramic fiber (al-rcf) in the second batch was oxidized

Aluminum zirconate silicate refractory ceramic fiber (zral-rcf) was integrated into the sixth batch of SVHC list, that is, the second batch of SVHC list was reduced to 13 items, a total of 84 items.

On June 30, 2013, ECHA released the ninth batch of SVHC list (6 items), a total of 144 items.

On December 16, 2013, ECHA released the tenth batch of SVHC list (7 items), a total of 151 items.

On June 16, 2014, ECHA issued the 11th batch of SVHC list (4 items), a total of 155 items.

On December 17, 2014, ECHA released the 12th batch of SVHC list (6 items), 161 items in total.

On June 15, 2015, ECHA released the 13th batch of SVHC list (2 items), a total of 163 items.

On December 17, 2015, ECHA released the 14th batch of SVHC list (5 items), totaling 168 items.

On June 20, 2016, ECHA released the 15th batch of SVHC list (1 item), a total of 169 items.

On January 12, 2017, ECHA released the 16th batch of SVHC lists (7 items), totaling 173 items.

On July 7, 2017, ECHA released the 17th batch of SVHC list (1 item), totaling 174 items.

On January 15, 2018, ECHA released the 18th batch of SVHC lists (7 items), totaling 181 items.

On June 27, 2018, ECHA released the 19th batch of SVHC list (10 items), totaling 191 items.

On January 15, 2019, ECHA released the 20th batch of SVHC list (6 items), totaling 197 items.

3. Conditions of notification:

(1) the concentration of the substance in the substance is greater than 0.1% (weight ratio);

(2) the total amount of the substance in articles manufactured or imported by each manufacturer or importer exceeds 1 ton per year;

(3) the substance has not been registered for this purpose.
